  • Whether it be a new (corporate or academic) Board member seeking an induction to their responsibility, or an ongoing/refresher session on duties and responsibilities, we can facilitate such sessions.

    An often overlooked aspect of governance is that members (external, internal and student members) of Academic Boards, for providers who are companies under the Corporations Act/ASIC are under the Corporations Act and case law de facto directors and are often overlooked in how they meet their responsibilities.

    We take a holistic and pragmatic view towards director/officer duties and responsibilities and in the training that we provide.

  • We can undertake Corporate and Academic Governance reviews.

    This can include reviews of various Board and Committee Terms of Reference, and Governance Charters and their effectiveness and skills matrices.

    We can assist in the development of Governance Charters, and Terms of References.

    The reviews can also be focused on institutional quality assurance (HESF5) as the sector moves towards greater reliance on self assurance, and how HESF 5, and in particular HESF 5.3, relates to assuring meeting HESF 1, 2, and 3 for teaching focused providers and HESF 4 for those with research and HDRs.

  • We are able to assist with initial course accreditation applications for existing providers or those seeking to become a registered provider, re-accreditation applications, course and unit reviews, and expert reports for Conditions or appeals of decisions.

    We can provide advice on specific questions or issues to project managing applications.

    We use Biggs’s SOLO taxonomy for courses and Fink’s Significant Learning Outcomes for graduate attributes.

    We are experienced in mapping evidence of constructive alignment for assessing unit and course Learning Outcomes and assessment design.

  • We can undertake:

    CRICOS audits against the National Code and ESOS Act.

    Agent audits against Standards 1, 2, 3, and 4 of the National Code 2018.

    These reviews assess the effectiveness of the implementation of policies and procedures in ensuring:
    * responsible recruitment of overseas students
    * the education agents act ethically, honestly and in the best interests of overseas students.
    * adequate monitoring and support of overseas students

    Staff training on CRICOS and Agent management.

  • Does your Board of Directors have Cyber Security as a standing item?

    How is your cyber risk mitigated and reported?

    Does your approach to Cyber meet your Directors and Officers duties under Sections 180, 181, 182, and 183 of the Corporations Act? Are your Directors, officers, and shareholders exposed to risk (civil and criminal penalities under the Corporations Act) for not taking Cyber Security seriously?

    The regulatory/legislative environment within which higher education operates is more than just the Higher Education Standards Framework (HESF). There are 3 Acts, the National Code, Provider Guidelines and the HESF that all Policy Frameworks must meet and each has differing requirements - some more strict and less flexible than the others - so ensuring your Policies are complaint with the most demanding and less flexible requirements is an overlooked aspect of policy reviews.

  • We can assist with initial registration applications and re-registration projects.

    There is no such thing as a stupid question for such an important component of delivering higher education.

    We can provide guidance and advice on specific aspects to project managing applications.

  • We can assist in reviewing risk management frameworks, risk mitigation strategies, risk appetite statements, and the role of corporate and academic governance in the oversight of risk.

    We can develop risk frameworks and risk appetite statements for providers and those seeking registration who struggle with this complicated area.

  • We can assist in auditing staff for meeting HESF3.2 and that academic leaders, those with academic oversight, and teaching staff are engaged in appropriate scholarship and scholarly activity.

    We can assist in the development/review of scholarship plans for the provider and linking scholarly activity to unit/course review processes.

  • We can undertake an analysis (HESF5.3.4) that is based on accurate data from the provider on student attrition, completion, progression, grade distribution and absent failure rates and include analysis by:
    * entry path (comparing students admitted under each entry pathway);
    * credit awarded (comparing students admitted with no credit awarded with students admitted with credit for up to a third of the course and between a third and two thirds of the course);
    * education agent;
    * basis for assessment of the student's English language proficiency;
    * student country of origin; and
    * student referral to and uptake of student support (including participation in formal study support programs).

  • We can provide staff training on CRICOS, the HESF 2021, and the National Code 2018, and Agent Management, and application processes.

We are a team of experienced higher education academics with current industry and professional experience who have worked independent higher education providers over the past 20 years.

We have successfully assisted with initial registration and accreditation applications, re-registration and re-accreditations, managing conditions and voluntary undertakings, course and unit development and reviews, and governance reviews.

  • Michael Milgate

    Michael, a seasoned educational leader, and provides leadership in the efficient, effective and equitable operations of independent higher education providers.

    Michael has been involved with a number of successful initial registration applications and has advised in re-registrations and re-accreditations with a range of independent providers.

    Michael sits on a number of Boards (corporate and academic governance), LTCs, steering committees and was involved with the Peer Review Portal (2014-2022).

    He has worked at a number of independent higher education providers and universities.

    Specialities: Higher education governance and management, Regulatory Compliance, course accreditation including course/unit/assessment design, and higher education pathways.

  • Leanne McCoy

    BA MBA

    Leanne is an experienced lecturer in management, marketing and business ethics combined with extensive related professional experience.

    Leanne has significant experience with the recruitment and management of international students, marketing and management in higher education, VET and ELICOS with a focus on the international sector.


    Leanne is experienced in curriculum development including unit design and course materials.

    As a Lecturer, Nizar has developed a profound understanding of curriculum development and instructional design. Over the past seven years, Nizar has played a pivotal role in teaching various subject areas, including Strategy, Organisational Leadership, and Organisational Change.

    In addition to academic roles, Nizar's industry experience as a Pharmacy Retail In-Charge and Client Business Representative has equipped him with practical insights into the dynamics of different sectors. This unique blend of academic and industry knowledge allows Nizar to create courses that bridge the gap between theory and practice.
